HICAP (Health Insurance Counseling Advocacy Program) offers free, unbiased Medicare counseling and advocacy for older adults in Santa Cruz and San Benito counties.  HICAP counselors can help you understand your specific rights and health care options. They also offer free educational presentations for Medicare beneficiaries and their families.The HICAP office is wheelchair accessible and they have staff that speak Spanish.
